The commemorative coin is dedicated to the 20th anniversary of the introduction of administrative proceedings in Ukraine, a key institution of the judiciary that ensures independent judicial control over the activities of public authorities and effective protection of citizens' rights and freedoms. The adoption of the Code of Administrative Procedure of Ukraine on July 6, 2005 was a turning point in the formation of the democratic legal order in the country. This legal act established a separate branch of judicial proceedings designed to ensure justice in public relations. The commemorative coin is a symbol of gratitude to the judiciary, lawyers and all those who contributed to the establishment and development of this important institution.

The obverse of the coin bears the inscription ADMINISTRATIVE JUSTICE OF UKRAINE in a semicircle at the top, below which is the Small State Emblem of Ukraine. The central place of the composition is occupied by a stylized image of an open book, which symbolizes knowledge, legality and the Code of Administrative Procedure of Ukraine as the basic principle of the functioning of administrative justice. On the left side of the laurel wreath is the inscription 20 / YEARS, which emphasizes the anniversary date. Below the composition is the inscription UKRAINE, the minting year 2025, the denomination 5 and the graphic symbol of the hryvnia, as well as the logo of the National Bank of Ukraine Mint.
The reverse of the coin features the inscription ROLE OF LAW on a mirror background, which reflects the main principle of public authorities in a democratic state governed by the rule of law. Below is a composition with a column, a symbol of stability, inviolability and law and order, culminating in the scales of justice. The column's cannons are depicted in the form of a stylized trident with a sword integrated into it, symbolizing the power of law, truth and protection. The coin's circumference is inscribed on a matte background with the words JUSTICE and IMPARTIALITY, the fundamental principles of administrative justice. The inscriptions are separated by stylized decorative elements in the form of circles.
